Establishes the TechNet Training Network Program under the Foundation for Science, Technology and Innovation to award grants to New York State public degree-granting institutions for improving science, technology, and engineering programs through the State University of New York Learning Network.

Eligible projects include course design for online delivery, development of studio space for recording or interactive courses, and creation of hands-on laboratory or computer simulation educational experiences; excludes recording classroom lectures, testing, and standard online approaches.

Requires applicants to provide matching funds of at least 25 percent in the form of faculty and student services, include student learning opportunities such as internships, demonstrate return on investment through anticipated course utilization, and show how courses train students for high-demand occupations in New York State.

Allows expenses for curriculum development, technology and software design and implementation, and program testing and verification.

Requires the board to submit a report to the Governor and Legislature detailing grant recipients, amounts, project descriptions, accomplishments, and whether funded projects resulted in new instructional programs on the SUNY Learning Network.
