Establishes a 19-member New York State Task Force on Health Care Cost Reduction through Entrepreneurial Innovation within the Department of Economic Development, composed of two ex-officio commissioners (Economic Development and Health) plus members appointed by the Governor, legislative leaders, and minority leaders

Requires the task force to assess health care conditions where costs can be reduced through innovative products and services, and develop a comprehensive statewide plan for public, not-for-profit, and private health care providers to collaborate with manufacturers and service businesses

Mandates submission of a preliminary report within 90 days and a final report within 150 days after the effective date, including an inventory of targeted health care conditions, current state industries and resources, and recommendations with benchmarks and timelines

Specifies focus areas for product and service development including special diet products, workplace injury prevention, rehabilitation products, home accessibility for seniors and disabled individuals, emergency responder services, and remote/virtual health care technology

Grants the task force powers of a legislative committee, authority to hold public hearings, and access to state and municipal facilities, resources, and data necessary to perform its functions; members receive no compensation but are reimbursed for actual expenses
