Amends chapter 774 of the laws of 1989 to clarify that payments due on lands acquired by the Department of Environmental Conservation shall be governed by existing agreements, rather than standard real property tax law section 532.

Establishes that appropriations made for taxes on state lands under real property tax law sections 532-546 shall encompass the state's obligation to make payments required under the amended section 4, without requiring separate appropriation.

Exempts assessments and payments for such lands from approval by the State Board of Real Property Services.

Appropriates $5,000,000 for taxes on public lands and payments pursuant to real property tax law sections 532-546 and section 4 of chapter 774 of the laws of 1989.

Takes effect immediately upon enactment.
