Establishes the Global Warming Pollution Control Act requiring New York to reduce greenhouse gas emissions 80 percent below 1990 levels by 2050, with interim targets of 20 percent reduction by 2020 and 40 percent by 2030.

Requires the Department of Environmental Conservation to promulgate regulations by May 1, 2011 mandating annual greenhouse gas emissions reporting from fossil fuel manufacturers, electric utilities, and other significant emitters, expressed in tons of carbon dioxide equivalents.

Creates a Climate Action Council comprising state agency commissioners, authority presidents, legislative appointees, and subject matter experts to develop and update a comprehensive climate action plan addressing emissions reductions across all economic sectors including industry, transportation, agriculture, and energy production.

Directs the Department to establish enforceable aggregate greenhouse gas emission limits based on 1990 baseline levels and issue tri-annual reports on statewide emissions and progress toward reduction targets beginning January 1, 2013.

Requires any emission reduction regulations to be adopted through public process, achieve equitable cost-effective reductions, avoid disproportionate environmental burdens on communities, and include climate change adaptation measures for habitats and natural resources.
