Establishes a new crime of criminal possession of embalming fluid, classifying it as a Class A misdemeanor, when a person knowingly possesses embalming fluid intending to use it for human ingestion or inhalation, or to sell it to others for such purposes.

Defines "embalming fluid" as chemicals or substances manufactured for use by licensed funeral directors, undertakers, embalmers, or registered residents to prepare, disinfect, or preserve deceased bodies.

Prohibits funeral directors, undertakers, embalmers, and registered residents from knowingly selling, giving, offering, or displaying embalming fluid to unauthorized persons outside the scope of legitimate funeral activities.

Adds the definition of embalming fluid to the Public Health Law section 3400 and establishes new disciplinary provisions for licensed funeral professionals who unlawfully distribute embalming fluid.

Takes effect 180 days after the law is enacted.
