Authorizes the Town of Orangetown in Rockland County to permanently discontinue use of 1.28 acres of parkland and sell the property.

Requires the Town to acquire replacement parkland of equal or greater fair market value and dedicate it as parkland before the discontinuance can take effect.

Specifies the land to be discontinued by detailed metes and bounds description, located near an existing easement for transmission lines (T/L 701 and 702).

Requires compliance with all federal requirements for parkland alienation, including Secretary of the Interior approval that replacement lands are equivalent in fair market value and recreational usefulness.

Takes effect immediately upon enactment.
