Increases the occupancy threshold for interim multiple dwellings from two to three or more families living independently for 12 consecutive months during 2008-2009, and adds requirements that units have independent entrances, windows opening to streets/yards, and minimum 550 square feet of area.

Exempts buildings in most industrial business zones from interim multiple dwelling designation, with exceptions for Williamsburg/Greenpoint, North Brooklyn, and Maspeth zones, and excludes units in buildings with active industrial uses incompatible with residential occupancy.

Increases the civil penalty for violations of loft board rules and regulations from $1,000 to $17,500 per violation and allows the Environmental Control Board to enforce loft board regulations.

Establishes a six-month filing deadline for applications to register as an interim multiple dwelling or claim coverage under the article, after which no further applications will be accepted.

Removes the July 2, 2010 expiration date for certain tax law provisions related to lottery games and eliminates the requirement that lottery game drawings be limited to 13 hours per day.
