Authorizes the Chautauqua County Chamber of Commerce to establish and administer a health insurance pool demonstration program for eligible businesses and municipalities in the county with 100 or fewer employees.

Requires the Chamber to contract with health and accident insurers to provide coverage including hospital and physician visits, prescription drug benefits, mental health services, and durable medical equipment on an experience-rated basis with community rating based on 5,000 lives insured.

Permits a surcharge not exceeding one percent of premiums to cover program administration costs, and exempts participating employers and employees from ineligibility for federal subsidies or tax credits under the Patient Protection and Affordable Care Act of 2010.

Requires the Chamber to submit annual reports to the Superintendent on or before November 15th containing participation data and trends, and requires the Superintendent to submit findings and conclusions to the Governor and Legislature by June 1, 2013.

Takes effect December 1, 2010, and expires and repeals December 1, 2013.
