Amends the Public Authorities Law to authorize the Dormitory Authority to finance intellectual property, intangible property, information technology, and software that qualify for tax-exempt financing under the Internal Revenue Code, in addition to traditional equipment.

Expands the definition of "equipment loan" under the New York State Medical Care Facilities Finance Agency Act to include intellectual property, intangible property, information technology, and software eligible for tax-exempt financing.

Allows the Dormitory Authority to finance intellectual property acquisitions for private entities through purchase, lease, sublease, or installment purchase agreements.

Permits medical care facilities (nonprofit hospitals, county hospitals, municipal hospitals, state health facilities, and residential health care facilities) to obtain equipment loans for intellectual property and intangible assets.

Takes effect immediately upon enactment.
