Expands the definition of "educational institution" covered by discrimination law to include public schools, school districts, boards of cooperative educational services, public colleges, and public universities, in addition to non-sectarian private education corporations.

Extends the prohibition on discrimination in denying facilities and harassment to the broader definition of educational institutions, covering discrimination based on race, color, religion, disability, national origin, sexual orientation, military status, sex, age, or marital status.

Requires schools to post a conspicuous and accessible notice containing the email address and telephone number for the New York State Center for School Safety's school violence hotline, along with information on where complaints may be filed with the Division of Human Rights.

Directs the Commissioner of Education to develop the form and content of the required notice in consultation with the Commissioner of the Division of Human Rights.

Takes effect immediately upon enactment.
