Authorizes the commissioner of education to accept reports, plans, and applications from school districts through electronic means, with exceptions for demonstrated hardship or impracticality.

Requires the commissioner to review all existing reports and plans required from school districts and boards of cooperative educational services and submit recommendations by November 1, 2010 to eliminate unnecessary or duplicative requirements.

Repeals subdivision 32 of section 305 of the education law (commissioner reviews) and section 805 of the education law (enforcement provisions for willful refusal to teach certain subjects).

Mandates the commissioner conduct one or more pilot programs to assist school districts in forming regional transportation systems through joint services, county/municipal contracts, or state office partnerships, with annual reporting requirements through November 1, 2012.

Changes violence and safety reporting requirements to compare incident data among schools and districts of similar size, grade levels, and characteristics rather than identifying schools with highest and lowest incidence rates.
