Clarifies that selecting "NOT AT THIS TIME" is a deferral of the donation decision rather than a revocation of authorization or declination to register

Requires both vehicle registration and driver's license applications to include the same organ donor consent statement in boldface capital letters explaining the legal authorization and implications of donation

Allows applicants to specify particular organs and tissues they wish to donate in a designated space on both registration and license applications

Takes effect on the same date as the New York state organ donor awareness and education act (legislative bills S. 7727-A and A. 10374-C)
