Establishes a Diesel Emissions Reduction Revolving Fund administered by the New York State Environmental Facilities Corporation to provide financial assistance for purchasing and retrofitting heavy-duty diesel vehicles with best available retrofit technology.

Fund sources include up to $10 million from 1997-98 environmental appropriations, moneys from Chapter 55 of the Laws of 2007 and 2009, future state appropriations, federal diesel emission reduction act funds, and American Recovery and Reinvestment Act grants.

Allocates 20 percent of fund moneys until March 31, 2011 as grants to state agencies for vehicle retrofitting, with remaining funds available as loans and financial assistance to eligible recipients meeting emissions reduction goals.

Prioritizes projects subject to Environmental Conservation Law requirements, those maximizing public health benefits, providing cost-effective emissions reductions, and serving non-attainment areas, environmental justice areas, and high-traffic zones including ports, airports, and rail yards.

Requires annual reporting to the Governor, Legislature, and Comptroller detailing fund expenditures, administration costs, project funding by area, estimated diesel emissions reductions, and public health benefits achieved.
