Establishes a Veterans' Bill of Rights that guarantees veterans the right to apply for benefits, receive assistance, obtain explanations of available services, appeal denials, and be treated with dignity and without discrimination

Requires the Division of Veterans' Affairs to publish and distribute the bill of rights on its website, at all division offices, local veterans' services agencies, outreach programs, and state/local agencies providing veteran services

Directs the Division to establish veterans' services outreach programs throughout the state to provide information, assistance, and referrals for eligible benefits and services

Authorizes the Division to contract with and certify qualified not-for-profit organizations to operate the outreach programs, with applications reviewed by the State Director

Takes effect January 1st following enactment, with implementation actions authorized to begin immediately upon passage
