Authorizes the Transportation Commissioner to allow property owners to exchange easements with access to local roadways for easements with access to state highways

Requires the point of access to state highways resulting from the exchange to be owned by a local governmental entity and become a public road

Mandates requesting local government entities to conduct a traffic study establishing need for new access and submit it to the Commissioner

Requires requesting local government entities to prepare a land use plan establishing need for new access, obtain local resolution approval, and submit both documents to the Commissioner

Directs the Commissioner to review all required materials and issue a decision within 60 days
