Increases the contract threshold for service worker prevailing wage requirements from ten thousand dollars to two thousand dollars for janitorial and security work with public agencies.

Exempts janitorial or security work performed on premises owned or operated by the Power Authority of the State of New York unless those premises are jointly owned with a non-governmental public utility or substantially-owned affiliated entity of a public utility.

Removes the exception for business improvement districts from the definition of service employees and service work.

Repeals subdivision 8 of section 231 of the labor law as added by the 2010 prevailing wage law.

Delays the requirement to pay prevailing wages until July 1, 2011, while the effective date of the underlying 2010 law is ninety days after enactment.
