Reduces the number of required reverse vending machines for large retail dealers: from 3 to 2 machines for stores with 40,000-60,000 square feet of merchandise display space, from 4 to 3 machines for 60,000-85,000 square feet, and from 8 to 4 machines for stores exceeding 85,000 square feet.

Clarifies that square footage requirements apply only to space "devoted to the display of merchandise for sale to the public" rather than total business space.

Adds new exemptions from reverse vending machine requirements for dealers that devote no more than 5 percent of floor space to consumer commodities, or that obtain commissioner approval to use alternative technology that can issue credit or scrip redeemable for at least 60 days without requiring additional purchases.

Applies to dealers whose business is part of a chain operating 10 or more units in New York under common ownership, effective immediately.
