Creates a new Office of the Parent Advocate within the Department of Education, headed by a Parent Advocate appointed by the Regents for a four-year term and reporting directly to the Commissioner.

Parent Advocate must be a New York State resident with knowledge and skill in education matters and may be removed by the Regents for cause.

Office functions include assisting parents and guardians with interactions with the Department, identifying problem areas, proposing solutions, recommending legislative action, and helping parents navigate laws and file complaints.

Parent Advocate must submit a biennial report to the Regents, Senate President, Assembly Speaker, and Commissioner detailing initiatives, the ten most serious parent problems encountered, actions taken or pending, and recommendations for administrative and legislative changes.

Commissioner, subject to Regents approval, shall set the salaries for the Parent Advocate and office employees.
