Requires the superintendent to establish regulations providing reduced medical malpractice insurance premium rates for physicians, hospitals, and nursing facilities that meaningfully use certified electronic health record technology under the Federal American Recovery and Reinvestment Act of 2009.

Sets premium reduction rates to be proportionately related to the actuarially calculable decrease in losses resulting from meaningful use of certified electronic health record technology.

Authorizes the superintendent to conduct a pilot program to evaluate potential loss decreases from electronic health record technology use and consult with the Commissioner of Health and medical malpractice insurers.

Extends the exemption for certain stock and non-stock insurance companies from rehabilitation or liquidation proceedings on medical malpractice insurance grounds through December 31, 2015 (previously June 30, 2011).

Limits liability obligations for companies in statutory associations to cases where contributions can only satisfy liabilities after all association resources are exhausted, with 365-day advance notice required.
