S.3/A.3 - Wine Industry and Liquor Store Revitalization Act

• Establishes a new grocery or drug store wine license (Section 79-E) allowing wine sales in sealed containers for off-premises consumption, with one-time franchise fees ranging from $1,000 to 2.0% of gross sales based on revenue tier, and annual fees of $500 per license ($1,000 for additional licenses).

• Creates a Wine Market Expansion Medallion Program requiring all new and existing off-premises liquor and wine retailers to obtain digital medallions during a three-year period, with medallions tradeable through an online auction website to facilitate market entry and license transfers.

• Expands permissible sales and activities for off-premises liquor retailers to include food products, cigars, glassware, gift items, wine accessories, and allows automated teller machines on licensed premises without constituting a separate business.

• Permits multiple licenses for individual wine and liquor retailers (previously limited to one) and allows cooperative purchasing agreements between licensed retailers in the same geographic area to facilitate larger wholesale orders.

• Extends credit periods from 30 to 60 days for Section 63 and 79 licensees, requires management-level alcohol training certification for new license types, and allows wine tastings conducted by manufacturer representatives with liability protection.
