Reduces general fund appropriation for public school support from $10,920,666,000 to $10,620,666,000 for 2010-11 school year through implementation of gap elimination adjustments.

Establishes a formula for calculating gap elimination adjustments per district based on percentage reduction, tax effort reduction, and TGFE checks, with special considerations for high-need districts and those with low administrative efficiency ratios.

Appropriates $607,592,000 in federal Education Jobs Fund money to school districts eligible under the formula, with 70 percent available prior to April 1, 2011.

Increases State Lottery Fund appropriation for public school grants from $562,000,000 to $862,000,000 for 2010-11 school year.

Maintains $1,382,000 in State Fiscal Stabilization Fund appropriations for math and science high school programs for 2009-10 and 2010-11 school years, allocated equally among participating entities that received funding in 2007-08.
