Amends Judiciary Law Section 478 to make practicing or appearing as an attorney without proper admission and registration a Class E felony instead of a misdemeanor

Expands the prohibition to include holding oneself out as entitled to practice law, assuming attorney titles, or advertising a law office without proper licensure and constitutional oath

Maintains existing exceptions for officers of animal cruelty prevention societies, law students under supervision of legal aid organizations, and law students under supervision of state agencies or subdivisions

Removes Section 478 from the list of violations prosecuted as misdemeanors under Judiciary Law Section 485

Takes effect 60 days after enactment
