Authorizes the Department of Labor to award funding to nursing schools, educational institutions, and healthcare providers for pilot initiatives to improve capacity to prepare entry and advanced level nurses.

Permits funding for recruitment and retention incentives for faculty, equipment and capital costs for new programs, clinical simulation laboratories, academic-clinical partnerships, internet-facilitated nursing education, and programs to retain retiring faculty and experienced nurses in educator roles.

Establishes the New York State Nursing Recruitment Incentive and Retention Account in the Miscellaneous Special Revenue Fund to receive contributions, donations, and transferred moneys for the program.

Authorizes the Commissioner of Education to make necessary rule and regulation changes for implementation, in consultation with the Commissioner of Labor, prior to the effective date.

Takes effect on April 1st following enactment.
