Directs the Commissioner of Education to create a course of instruction designed to increase awareness of hate crimes, defined as offenses committed based on race, color, national origin, ancestry, gender, religion, religious practice, age, disability, or sexual orientation of the victim.

Requires the course to include examples of symbols and objects associated with hate crimes and their historical significance and events.

Mandates that school boards, trustees, principals, and other leaders in every public, private, and parochial school arrange for this instruction to be given to all pupils.

Specifies that instruction must be provided for a minimum of 45 minutes in each month during which the school is in session.

Takes effect on September 1 of the year following enactment into law.
