Establishes a Temporary Emergency Educational Fund to provide additional state funding to underfunded school districts in addition to regular state aid.

Prioritizes funding distribution to schools under registration review, schools performing significantly below state standards, and schools with severe educational resource shortages as determined by the Commissioner.

Limits any single school district to receive no more than 60 percent of total fund allocations and requires districts to maintain local funding levels or provide matching funds to prevent supplanting of local education efforts.

Allows fund use for teacher employment, class size reduction, school building construction and renovation, educational resources including technology, curriculum development, and support for students with extraordinary needs.

Automatically expires upon final resolution of the Campaign for Fiscal Equity lawsuit and establishment of a comprehensive school funding system that enables all districts to provide a sound basic education.
