Amends Civil Service Law Section 85 to allow belated applications for veteran's or disabled veteran's additional credit on civil service examination eligible lists.

Permits veterans who were placed on an eligible list but subsequently ordered to active military duty in a combat theater or combat zone to apply for veteran's credit after their honorable discharge or release.

Requires such belated applications be made within two months after receiving an honorable discharge or being released under honorable circumstances.

Applies only to eligible lists that have not yet expired at the time of the belated application.

Takes effect immediately and applies to eligible civil service lists in effect as of January 1, 2012.
