Applies to cities with one million or more inhabitants and requires the mayor to appoint charter revision commission members nominated by the comptroller, public advocate, borough presidents, and city council borough delegations.

Prohibits commission members from being current city officers or employees, political party officers, registered lobbyists, or making campaign contributions to candidates or elected officials during their tenure.

Increases the size of charter commissions in cities of one million or more from a maximum of fifteen to seventeen members.

Prevents commissions created after February 15 of any year from placing ballot proposals until the following calendar year, unless approved by the local legislative body at least ninety days before the general election.

Requires charter proposals to be separately identified on the ballot for individual voter consideration to the maximum extent practicable, and terminates any non-compliant commissions existing before January 1, 2011.
