Requires the Department of Environmental Conservation Commissioner to develop an integrated pest management (IPM) plan for all child day care centers, Head Start centers, and schools in consultation with the Commissioners of Education and Health.

Defines IPM as a decision-making process using regular monitoring, physical/mechanical/cultural/biological practices, and least-toxic chemical pesticides only when necessary to control pests at tolerable levels.

Mandates minimum IPM plan requirements including public access to implementation information, use of certified commercial applicators only, visual notification markers every 50 feet for pesticide applications, and posting of pesticide labels for 48 hours before and after application.

Allows individual child day care centers, Head Start centers, or schools to propose alternative IPM plans based on unique circumstances, subject to Commissioner approval.

Requires all child day care centers, Head Start centers, and schools to implement an IPM plan developed or approved by the Department of Environmental Conservation; takes effect 180 days after enactment.
