Modifies the enrollment change deadline from the 25th day before a primary election to 90 days before any primary election, with forms submitted during the 90-day window not processed until after that primary.

Changes the registration poll record placement rules so voters whose registrations were cancelled during the 90 days before a primary and who re-register will not appear on registration lists until after the next primary election, unless they enroll with the same party as their cancelled registration.

Redefines "change of enrollment" to apply only to registered voters already enrolled in one party enrolling in a different party, removing provisions related to deletion of enrollment or new enrollment by unaffiliated voters.

Establishes that voters enrolled with a political party on the 90th day before any primary election cannot enroll with a different party prior to that primary election.

Requires applications for enrollment by already registered unaffiliated voters to be treated as voter registration applications under existing procedures.
