Establishes the "Medicaid Outreach and Enrollment for Qualifying Medicare Beneficiaries Program" to be administered by the Department of Health

Program shall conduct outreach initiatives including mailings, advertisements, public service announcements, literature dissemination, and community outreach to identify and enroll Medicare beneficiaries who are eligible for Medicaid but not currently participating

Legislature finds that approximately 30 percent of Medicare enrollees lack pharmaceutical coverage, with nearly 25 percent living below the federal poverty level

Department of Health must submit annual reports to the legislature beginning one year after implementation, including baseline data, number of beneficiaries targeted and enrolled, outreach methods used, and accounting of funding utilization

Act takes effect immediately upon enactment
