Creates a joint budget committee on conference composed of equal numbers from each house (default five members per house) to resolve differences between similar but non-identical budget legislation passed by the Senate and Assembly.

Requires the Temporary President of the Senate and Speaker of the Assembly to jointly convene the committee within two days of passage of differing appropriations and budget-related legislation, with each chamber appointing its own members including at least one minority party representative.

Establishes the Temporary President and Speaker as co-chairpersons (unless delegated to committee chairs), who convene meetings subject to public officers law requirements and must approve any majority reports filed with both chambers.

Mandates creation of subcommittees corresponding to major unresolved budgetary issues from the Governor's budget submission, with at least three members from each house and at least one minority representative per chamber on each subcommittee.

Allows subcommittees to report joint recommendations and bill language to the main committee upon affirmative vote of each house's delegation, with unresolved issues escalated to the full joint budget committee for final resolution.
