New York State Energy Research and Development Authority must conduct a statewide study of consumer behaviors regarding energy efficiency and clean energy technology programs, with findings due to the governor and legislature by July 1, 2012.

Study shall examine the duration of behavioral changes in energy efficiency practices, comparing consumers who maintain practices after program participation with those who do not, using social science theories and behavioral methods.

Study shall analyze behavioral change as a tool to improve energy efficiency program effectiveness and develop recommendations using behavioral science insights to improve program participation and consumer decision-making.

Study shall assess the impact of market price fluctuations on consumer choices and energy conservation efforts.

Department of Environmental Conservation shall transfer $1,000,000 in emissions allowance auction revenues to the Energy Research and Development Authority to fund this study.
