Department of Education must issue regulations establishing recommended construction work hours of 7:00 a.m. to 7:00 p.m. for public school district construction sites.

Noise levels for construction work outside recommended hours (before 7:00 a.m. or after 7:00 p.m.) near residential properties must be consistent with indoor noise limitations established for construction during school hours.

Department must disseminate regulations through prominent posting of the responsible office and complaint procedures on its website and in the department newsletter.

Department is not required to routinely monitor compliance but must work to maintain positive community relations between residents and school districts when construction disputes arise.

Act takes effect 180 days after becoming law.
