Adds housing accommodations in buildings formerly covered by federal project-based assistance contracts (Section 8 of the U.S. Housing Act of 1937) to the list of Class A multiple dwellings subject to New York City rent regulation when those contracts are no longer in effect.

Allows the declaration of an emergency under the Emergency Tenant Protection Act (ETPA) for rental housing in buildings where project-based assistance contracts have expired, enabling rent regulation coverage for these units.

Exempts housing accommodations that become subject to rent regulation under this provision from provisions related to preferential rent and lease renewal procedures under the Administrative Code and ETPA.

Takes effect immediately and applies to all buildings where project-based assistance contracts ceased being effective on or after the bill's enactment date.

Amendments to the Administrative Code and ETPA expire according to their respective statutory expiration dates (section 26-520 and section 17 of chapter 576 of the laws of 1974).
