Creates a new Class E felony crime of "endangering the welfare of a child in the first degree" when a person knowingly acts in a manner injurious to a child under 17 and the child sustains serious physical injury, or when a previously convicted offender commits the second degree crime again.

Reclassifies the existing offense of "endangering the welfare of a child" as "in the second degree" and maintains it as a Class A misdemeanor.

Adds endangering the welfare of a child in the first degree to the list of offenses making a person a "designated offender" subject to registration and tracking requirements under Executive Law Section 995.

Includes endangering the welfare of a child in the first degree as a qualifying offense for Penal Law Section 120.40 relating to criminal harassment and stalking crimes.

Takes effect on November 1 following the date the bill becomes law.
