Establishes the New York State Telehealth/Telemedicine Development Program within the Department of Health to coordinate state responsibilities for telehealth/telemedicine services and requires the Commissioner to submit an annual plan to the Governor and legislative leaders addressing barriers, research, and policy recommendations.

Authorizes the Department of Health to provide grants to eligible licensed providers for developing telehealth/telemedicine services in underserved geographic areas, for new populations and conditions, and for evaluating new technology applications.

Directs the Commissioner to establish standards for telehealth/telemedicine services based on recognized standard-setting organizations and existing state professional licensure and credentialing requirements to ensure patient safety and information protection.

Creates the New York State Telehealth/Telemedicine Development and Research Grant Fund to receive appropriated funds and grants for telehealth/telemedicine development and research purposes.

Requires the Department to include a capital cost allowance in Medicaid reimbursement rates for telehealth/telemedicine services and related electronic medical records infrastructure, with methodology to be developed in consultation with eligible providers.
