Amends Executive Law Section 624 to include surviving domestic partners as eligible recipients for crime victims' board compensation, alongside spouses, grandparents, parents, stepparents, children, and stepchildren of crime victims who died as a direct result of the crime.

Defines "domestic partner" as a person who is formally party to a domestic partnership or similar relationship under U.S., state, local, or foreign law; formally recognized as a beneficiary or covered person under the other person's employment benefits or health insurance; or dependent or mutually interdependent on the other person for support.

Establishes that evidence of domestic partnership status can include common ownership or joint leasing of property, common householding, shared income or expenses, children in common, signs of intent to marry or formalize partnership, or length of personal relationship.

Expands "out-of-pocket loss" under Executive Law Section 626 to include counseling costs for surviving family members of homicide victims who are otherwise eligible for crime victims' compensation.

Takes effect 180 days after enactment.
