Expands the definition of "environment" in environmental impact assessments to explicitly include social, economic, and infrastructural impacts on human health, community character, neighborhood amenities, public services, and agricultural and historic resources.

Requires environmental impact assessments to analyze impacts within a one-half mile radius around proposed action locations and to address short-term and long-term effects.

Establishes separate draft and final environmental impact statement procedures, with draft statements prepared at the inception of the planning process to inform the public early and solicit comments before final statements are prepared.

Mandates that draft and final environmental impact statements be posted on publicly-available internet websites unless impracticable, with website posting continuing until one year after all necessary permits are issued.

Requires applicants to submit an environmental assessment report to assist agencies in determining whether an environmental impact statement is needed, and mandates that permit applications cannot be considered complete until a draft statement is filed and accepted by the agency.
