Requires the Department of Environmental Conservation to place notices in local publications, and in at least one non-English language publication in areas where 25 percent or more of the population is non-English speaking.

Mandates the Department publish a listing in the Environmental Notice Bulletin when a permit application is submitted, whether or not the application is complete.

Grants public members written access to correspondence between applicants and the Department, except for trade secrets or confidential commercial information, and allows attendance at pre-application conferences.

Establishes minimum public comment periods of 20 days from publication, or 45 days if a legislative or public hearing is scheduled, with an additional 30-day extension if a hearing is requested during the comment period.

Takes effect on the sixtieth day after enactment.
