Defines "nontraditional employment" as occupations where any single gender comprises less than 25 percent of workers, including skilled trades, computer science, technology, and emerging high-skill fields according to federal Department of Labor statistics.

Defines "sustainable wage" as compensation at least 185 percent of the poverty line, adjusted for regional factors.

Requires social services districts to strongly consider training for sustainable wage jobs and nontraditional employment opportunities for individuals with a high school diploma or GED, subject to federal and state work participation requirements.

Mandates that employability plans account for participants' preferences, supportive services needs, local employment opportunities, and potential for sustainable wage employment.

Takes effect 120 days after enactment and applies to employability plans made or updated on or after the effective date.
