Adopts the "Agreement Among the States to Elect the President by National Popular Vote" into New York law, allowing states with a majority of electoral votes to implement national popular vote selection of presidential electors.

Requires each member state to conduct a statewide popular election for president and vice president, with the chief election official calculating a national popular vote total across all member states.

Directs presidential electors in member states to be appointed based on the presidential slate receiving the largest national popular vote total nationwide, rather than by state-level results.

Agreement takes effect only when states cumulatively possessing a majority of electoral votes enact it in substantially the same form; member states may withdraw except within six months before a presidential term ends.

Terminates if the Electoral College is abolished; any member state may withdraw at any time subject to timing restrictions.
