Establishes the North Country Power Authority (NCPA) as a public benefit corporation to develop and operate electric power distribution systems in Franklin and St. Lawrence Counties, New York, serving specific municipalities including Potsdam, Canton, and surrounding towns.

Creates a nine-member Board of Directors appointed by the Governor, with seven directors designated by supervisors and mayors of regional municipalities and two directors appointed directly by the Governor, serving five-year terms.

Authorizes the Authority to acquire property, construct distribution facilities, enter power purchase agreements, issue up to $125 million in bonds and notes, and set rates capped at prevailing electric rates in the North Country (average of National Grid and NYSEG rates).

Places the Authority under Public Service Commission jurisdiction and requires approval from the Public Authorities Control Board before making commitments or incurring debt; Authority must secure an order from the Commission before acquiring property and commencing operations.

Requires the Authority to commence delivering electric power within ten years or cease to exist; mandates annual independent audits, financial reporting to county officials and municipalities, and prevailing wage requirements for all construction projects.
