Authorizes New York to participate in the Interstate Racing and Wagering Compact, allowing coordination of horse and greyhound racing rules and pari-mutuel wagering practices across member states.

Establishes the Racing and Wagering Commission as an interstate governmental body composed of one commissioner from each member state, with voting authority to adopt uniform rules, fees, and licensing standards for live racing and wagering activities.

Grants the compact commission power to issue and renew licenses for racing participants, investigate applicants using criminal history records from federal and state agencies, and charge fees for services and administration.

Requires member states to implement compact rules and decisions applicable to their jurisdictions, while preserving state authority to charge comparable fees, suspend or revoke licenses under state standards, and apply their own regulations to state applicants and violations.

Compact takes effect when enacted by at least six eligible states; New York retains authority over takeout distributions, non-racing employees, and may require horsemen's consent before adopting most compact fees.
