Establishes liability protections for licensed professional engineers, architects, landscape architects, and land surveyors who voluntarily provide services without compensation during declared national, state, or local emergencies caused by earthquakes, hurricanes, tornadoes, fires, explosions, collapses, or similar disasters.

Protects covered professionals from liability for personal injury, wrongful death, property damage, or losses resulting from their acts, errors, or omissions when services are provided at the request of public officials, law enforcement, public safety officials, or building inspection officials acting in official capacity.

Limits immunity to services rendered within 90 days of the emergency event, unless extended by gubernatorial executive order, and excludes immunity for wanton, willful, intentional misconduct, or gross negligence.

Does not affect the liability of the state or local government that requested the professional services.

Effective January 1st of the year following enactment.
