Prohibits household cleansing products (except those for dishwashers, food processing, and dairy equipment) from containing phosphorus compounds above trace amounts authorized by the commissioner.

Limits phosphorus in dishwasher detergents to 0.5 percent by weight expressed as phosphorus and permits food/beverage processing and dairy equipment cleaners to contain up to 8.7 percent phosphorus.

Restricts application of phosphorus fertilizer on lawns and non-agricultural turf unless a soil test indicates phosphorus is needed or the turf is newly established in its first growing season.

Prohibits fertilizer application on lawns from December 1 to April 1 annually, on impervious surfaces, and within 20 feet of surface water (with exceptions for vegetative buffers and specialized spreader equipment).

Requires retailers to separately display phosphorus fertilizer and post an 8.5" x 11" educational sign warning about phosphorus runoff and restrictions on application; establishes civil penalties of $500 for first violations and up to $1,000 for subsequent violations by businesses, with reduced penalties for households.
