Adds a new ground for divorce to New York domestic relations law allowing either spouse to obtain a no-fault divorce if the relationship has broken down irretrievably for at least six months and one party states this under oath.

Requires all economic issues to be resolved before divorce is granted, including equitable distribution of marital property, spousal support, child support, counsel and expert fees, and custody and visitation arrangements.

Economic issues may be resolved either by agreement between the parties or determined by the court and incorporated into the final divorce judgment.

Takes effect 60 days after the law is enacted and applies only to matrimonial actions commenced on or after the effective date.
