Declares legislative intent to increase Child Health Plus enrollment by coordinating school meal programs with health insurance enrollment, noting that approximately 220,000 New York children are eligible but not participating in Medicaid or Child Health Plus.

Takes effect June 1, 2011 and applies to the 2011-2012 academic year.
