Renames "aidable shared services" to "cooperative services (COSERS)" and expands the commissioner's authority to approve both aidable and nonaidable cooperative services provided by two or more school districts.

Requires the commissioner to establish regulations and approval criteria for COSERS including cost savings potential, resource efficiency, student credit opportunities, and workforce preparation.

Grants boards of cooperative educational services new authority to enter into contracts necessary for their purposes and to contract with charter schools to provide authorized services.

Extends the maximum lease period for land, classrooms, and buildings from ten years to twenty years, with option for up to ten-year renewals upon commissioner consent.

Modifies approval requirements for programs and services to require requests from two or more component school districts and expected cost savings, removing previous requirements regarding additional pupil opportunities and facility usage.
