Establishes the "Global Warming Pollution Control Act" requiring New York to reduce greenhouse gas emissions to 80 percent below 1990 levels by 2050, with intermediate targets of 20 percent reduction by 2020 and 40 percent reduction by 2030.

Requires the Department of Environmental Conservation to promulgate rules by May 1, 2011 mandating annual greenhouse gas emissions reporting from all significant emission sources, including fossil fuel manufacturers, electric utilities, and other major emitters.

Creates a Climate Action Council composed of state agency commissioners, authority presidents, and six legislative appointees to develop and update a comprehensive climate action plan addressing emissions reductions across all economic sectors including industry, transportation, agriculture, and energy production.

Directs the Department to establish enforceable aggregate greenhouse gas emission limits by January 1, 2013 based on 1990 baseline levels, with regulatory requirements that prioritize equitable emission reductions, minimize costs, and avoid disproportionate burdens on communities already experiencing high air pollution.

Requires the Department to issue tri-annual reports on statewide greenhouse gas emissions and progress toward achieving emissions reduction targets beginning January 1, 2013.
