Enacts the "Ambrose-Searles move over act" requiring motor vehicle operators to exercise due care to avoid colliding with parked, stopped, or standing authorized emergency vehicles displaying red or combination red and white lights on highway shoulders.

Mandates that on parkways and controlled access highways, operators must move from the lane containing or immediately adjacent to the shoulder where an emergency vehicle is positioned to another lane, provided such movement complies with all other traffic laws.

Requires driver's license applicants to pass tests on the law governing due care around emergency vehicles and includes this subject in driver's manuals provided with learner's permit applications, effective September 1, 2010.

Permits but does not require one or more questions on the emergency vehicle law to be included in driver's license tests administered by the commissioner.

The "move over" requirement becomes effective January 1, 2011, while educational provisions take effect September 1, 2010.
